It does... the other guy is (without meaning to sound rude) speaking nonsense. Especially since the intro to Wind Waker specifically mentioned the Hero of Time never returned to Hyrule (due to the split timeline cause by Ocarina of Time).
And it was mentioned in-game that the Hero of Winds was NOT a descendant of the Hero of Time (perhaps a reincarnation, but not a blood relation). So no, OoT Link is not WW Link's daddy.
Uh, nope... he's right actually. Wind Waker took place centuries after OoT. Why on Earth do you think the prologue treats the events of OoT (and what happened after) like a myth? People wouldn't just forget about the destruction of an entire nation (Hyrule) overnight.
And the King of Red Lions actually mentions in-game that the Hero of Winds is NOT a descendant of the Hero of Time, as well as the prologue mentioning that the Hero of Time never returned to Hyrule after he vanquished Ganondorf in the adult timeline (meaning OoT Link is NOT WW Link's daddy).
